An Army official told Breaking Defense the new type of contract vehicle would allow the service to buy its software "a la carte" rather than "one-size-fits-all."
The service reiterated that its envisioned future command and control program will not have a lead systems integrator as “no one company can provide a total solution for NGC2.”
“When we have a problem, we want to take that problem and give it to industry, and not over prescribe contracts,” said Danielle Moyer, executive director of Army Contracting Command at Aberdeen.
